“물가·렌트 때문에 뉴욕 떠나지 않도록 할 것”

  [인터뷰] ‘뉴욕주 첫 흑인 여성 부지사 도전’ 에이드리언 아담스 차일드케어·렌트·소기업 정책, 이민자 커뮤니티 접근성 향상     "뉴욕주정부가 생활비 부담을 완화하기 위해 내놓은 각종 경제 지원을 한인 등 아시안 이민자들도 제대로 누리고, 필요하다면 언제든 언어 지원을 받을 수 있도록 계속 노력하겠습니다."   뉴욕주 최초 흑인 여성 부지사에 도전하는 에이드리언 아담스(사진) 전 뉴욕시의장이 당선시 한인 커뮤니티의 목소리를 제대로 듣고, 한인 이민자들을 위한 정책에도 힘쓰겠다는 뜻을 밝혔다.   아담스 전 시의장은 7일 온라인으로 진행된 뉴욕중앙일보와의 인터뷰에서 시의장으로 일할 때에도 언어 지원을 확대하고, 학교와 도서관 펀딩을 역대급으로 늘리는 역할을 했다"며 "한인 등 이민자들이 다수 종사하는 소기업 지원책, 각종 비즈니스 라이선스 정책 등의 접근성을 높이는 데 초점을 맞출 전망"이라고 밝혔다.   그는 이어 "저와 캐시 호컬 주지사는 모든 뉴요커가 일상에서 어려움을 겪는 부분을 대변할 것이며, 단 한 사람(도널드 트럼프 대통령)을 위해 나서는 브루스 블레이크먼(공화) 나소카운티장과는 정반대"라고 강조했다.   뉴욕주의 고물가와 렌트로 많은 사람들이 뉴욕을 떠나는 문제가 수면 위로 떠오른 만큼, 주택 개발과 유틸리티 및 보험료 인하 등 각종 경제 정책을 이민자들도 놓치지 않고 누리도록 하는 데 초점을 맞추겠다는 것이다.   최근 이민자들이 불안해하는 트럼프 행정부의 반이민 단속과 관련해선 "당연히 국경을 강화해야 하고, 살인이나 납치 등 강력 범죄 경력이 있으면 뉴요커를 보호하고 단속에도 협조해야 한다"면서도 "이민 당국이 권력을 남용하고, 범죄 경력이 없는 이민자도 노리는 것은 적극적으로 막을 것"이라고 말했다.   최근 뉴욕시 범죄율이 역대 최저 수준으로 하락했다고 하지만, 만약 아직도 뉴요커들이 안전하지 못한다고 느낀다면 그 부분을 간과해선 안 된다고도 지적했다. 그는 "적절한 수준으로 경찰력을 강화하는 것은 필요하다고 생각한다"며 "특히 전철이나 길거리 등에 경찰이 배치된 것만 봐도 안심하게 되는 만큼 적절한 배치는 매우 중요하다"고 말했다.     지난해부터 중개기관을 대폭 줄여 한인들이 불편을 겪는 간병인 지정 프로그램(CDPAP)에 대해선 "의도가 좋았다 하더라도 실제 주민들이 느끼는 것이 매우 중요하다"며 "현재 언어 접근성 등의 문제를 해결하기 위한 법안이 발의돼 있는 만큼 앞으로 손봐 나가면서 기존 의도를 살릴 방법이 있을 것"이라고 밝혔다.   한편 아담스 전 시의장은 조란 맘다니 뉴욕시장이 예산이 부족하면 재산세율을 올릴 수 있다고 말한 부분에 대해선 "호컬 주지사가 뉴욕시 재정 지원에 힘쓰고 있는 만큼, 양측의 협업으로 세율 인상 없이 문제를 해결할 수 있을 것으로 자신한다"고 강조했다.   김은별 기자        ━   Adrienne Adams: No One Should Have to Leave New York Over Costs     Adrienne Adams, former Speaker of the New York City Council and a candidate for New York State lieutenant governor, said she is committed to ensuring that immigrant communities — including Korean Americans — benefit from state economic support programs and improved access to language services.   In an online interview on April 7, Adams said addressing affordability and improving access to government resources would be among her top priorities if elected. She noted that many immigrants, including Korean Americans, work for small businesses and said she would focus on enhancing access to economic support programs and streamlining business licensing policies.   “New York State is working on affordability, and I want to make sure immigrants with language barriers don’t miss out on housing and utility assistance or on efforts to reduce insurance costs,” Adams said.   She also emphasized collaboration with state leadership. “Governor Kathy Hochul and I will represent all New Yorkers and listen to their everyday challenges,” Adams said, contrasting her approach with “someone who represents only one person,” referring to Republican leaders including Nassau County Executive Bruce Blakeman and President Donald Trump.   Adams highlighted her previous work expanding language access and increasing funding for schools and libraries. “When I served as City Council speaker, I expanded language access and increased funding for schools and libraries,” she said, adding that such investments help residents remain in New York.   Addressing concerns within immigrant communities about federal immigration enforcement, Adams said, “We all agree on enhancing border safety and protecting New Yorkers, especially in cases involving serious crimes such as murder or trafficking.” However, she added, “The issue is that power has been abused, and enforcement has sometimes targeted immigrants with no criminal records who did nothing wrong.”   She said she would work closely with Governor Kathy Hochul to push back against what she described as federal overreach, adding that the state should actively prevent the misuse of authority in immigration enforcement in New York.   On public safety, Adams acknowledged that while crime statistics have improved, many residents still feel unsafe. “Numbers are important, but we should not ignore how people actually feel,” she said. She added that maintaining an appropriate police presence can help reassure residents. “When I take the subway or walk on the street, the presence of police already makes me feel better,” she said.   Regarding the planned casino development in Flushing, Adams acknowledged community concerns about gambling addiction and gentrification. She said it is important to closely monitor developers to ensure they follow commitments related to housing, infrastructure, and neighborhood investment. “We’re talking about billions of dollars. We should make sure they keep their promises,” she said.   Adams also addressed recent changes to the Consumer Directed Personal Assistance Program (CDPAP), which some Korean American residents say has become harder to access following a restructuring that requires participants to go through a single fiscal intermediary. While she said the reform’s intent was positive, she acknowledged implementation challenges. “There are already bills aimed at revising or improving the CDPAP program, and we have to work on that,” she said.   Meanwhile, there has been an ongoing debate in New York City over the possibility of raising property taxes. Mayor Zohran Mamdani previously raised the possibility of increasing property taxes if the city does not receive sufficient support from the state to help close its budget deficit. Adams said she is “very confident” that cooperation between state and city leaders could address fiscal challenges without significant tax hikes.
